ArmychickSince the end of last year, silicone has been approved for general breast augmentations. So, your sis can get the silicone....lift or no lift.
As for your concern, yes, in theory, the excess skin/tissue can be removed from the one breast to even the breasts out. Obviously, the breasts wont be perfectly symmetrical but I think it's a better starting point than to just overfill one implant. Saline is not as natural feeling as silicone and when you overfill, you're just adding more of an unnatural feeling substance.
I do have saline implants but mine are only filled to the minimum recommended. 475cc filled to 475cc and 475cc filled to 500. I wouldnt want anymore saline in my implants.
